Urges the Arizona Department of Transportation to designate a portion of State Highway 264 between Tuba City and Window Rock as the "Native American Code Talker Highway" to honor Native American Code Talkers from World War II.

Recognizes that 29 Navajo men were recruited in 1942 to serve as Marine Corps radio operators, with approximately 540 Navajo enlistees by 1945, creating an unbreakable military code using the Navajo language.

Notes the Navajo Code proved indecipherable to the enemy and was instrumental in major Pacific theater victories including Iwo Jima, where six Code Talkers transmitted over 800 error-free messages in 48 hours.

Acknowledges the code remained classified for 23 years until declassification in 1968 and credits the Code Talkers with saving countless American lives during World War II.

Directs the Secretary of State to transmit copies of the memorial to the Director of the Arizona Department of Transportation and the President of the Navajo Nation.
