Urges the Arizona Department of Transportation to designate the portion of U.S. Route 89 between the Utah state line and Flagstaff as the "Native American Veterans Highway"

Honors Native American veterans who have served in U.S. armed forces for over 200 years, from Valley Forge through current operations in Afghanistan and Iraq

Recognizes Native Americans as having the highest record of military service of any group in the United States and acknowledges their sacrifices, including service before Native Americans were U.S. citizens

Requests ADOT place and maintain appropriate signage identifying the highway designation pursuant to Arizona Revised Statutes section 41-514

Directs the Secretary of State to transmit copies of the memorial to the Director of ADOT and the President of the Navajo Nation
