Emphasizes that immigration reform must include enforcement provisions focused on criminals and drug cartels while respecting due process, civil rights, and human rights principles.

Directs Arizona's Secretary of State to transmit the memorial to the Speaker of the House, President of the Senate, and all Members of Congress from Arizona.

States that comprehensive immigration reform should strengthen the economy, keep families together, and enable immigrants to contribute more fully to Arizona and American communities.
