AZ HCR2003

Amends Arizona Revised Statutes Section 8-1185 to require at least 25 percent of monies expended annually from the early childhood development and health fund be used for child protective services programs and services for children in foster care and their families.

Specifies that protective services funding must support child neglect and abuse prevention, family support and in-home services, child care assistance, mental health services, parental education and coaching, substance abuse treatment and counseling, and ongoing services for families after child reunification.

Maintains the existing cap that no more than 10 percent of program account monies may be used for statewide grants or programs undertaken directly by the board.

Requires distribution of regional plan funding based on child population demographics: 35 percent by total child population aged five and younger, 40 percent by low-income child population (at or below federal poverty line), and 25 percent for regional programs without population considerations.

Directs the Secretary of State to submit the proposition to voters at the next general election.
