Proposes amending Arizona Revised Statutes Title 20 by adding Chapter 23 to prohibit the state from establishing or administering a state-based health care exchange.

Requires submission of the measure to Arizona voters at the next general election for approval under the referendum power vested in the Legislature.

If approved by voters and proclaimed by the Governor, the prohibition on state-based health care exchanges becomes valid law.

Represents a concurrent resolution introduced by Representative Seel in the Arizona House of Representatives during the 51st Legislature, 2nd Regular Session (2014).
