AZ HCR2013

Amends Arizona Constitution Article XI, Section 3 to change the composition of the State Board of Education by increasing lay members from four to seven members.

Converts lay member positions from appointed to elected, requiring them to be elected in the manner prescribed by law rather than appointed by the governor with senate consent.

Maintains all other board positions as appointed by the governor with senate consent, including the superintendent of public instruction, university/college president, community college president/chancellor, charter school owner/administrator, high school superintendent, classroom teacher, and county school superintendent.

Directs the Legislative Council Staff to prepare conforming legislation for the Arizona Revised Statutes for consideration in the next legislative session.

Submits the proposition to voters at the next general election for approval.
