Proposes an amendment to Article IV, Part 1 of the Arizona Constitution by adding Section 3 regarding initiative and referendum measures that authorize or require state expenditures.

Limits authorization periods for voter-approved ballot measures that spend state money to eight years, after which a reauthorization measure must be submitted to voters at the next general election to extend funding for another eight years.

Requires the Auditor General to conduct a special audit every five years examining the costs of voter-protected measures from enactment to the present date.

Mandates the Auditor General submit audit copies to the Governor, Senate President, Speaker of the House, and Secretary of State by August 15 of the audit year.

Applies to all initiative and referendum measures decided by voters at and after the November 2014 general election, subject to voter approval of this constitutional amendment.
