Proposes amendment to Article VII, Section 13 of the Arizona Constitution to modify language regarding who may vote on bond issues and special assessments.

Changes voting eligibility from "real property tax payers" to "the qualified electors" of the state or affected political subdivision.

Replaces "subdivisions thereof" with "subdivision" to correct grammatical structure.

Requires submission of the proposed amendment to voters at the next general election following approval by both the House and Senate.
