Reaffirms commitment to First Amendment principles of peaceful assembly and petitioning government, in reference to the January 8, 2011 shooting at a "Congress on Your Corner" event in Tucson that killed six people and injured thirteen others.

Affirms the Legislature's and Governor's belief in democratic participation and opposition to intimidation or violence against elected officials and constituents.

Supports the January 8 Memorial Foundation's efforts to create a memorial in El Presido Park and in the Historic Pima County Courthouse ground floor to honor those lost or injured and commemorate the community's response.

Encourages Arizona citizens to work with the January 8 Memorial Foundation to develop this memorial as a place for shared memories and reflection.
