Expresses House support for the strategic partnership between the United States and the Republic of Azerbaijan in the South Caucasus region.

Supports reinvigoration of United States efforts aimed at achieving a swift and just political settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict based on international law and OSCE Minsk Group principles.

Affirms support for Azerbaijan's sovereignty and territorial integrity, noting international community support including UN Security Council resolutions 822, 853, 874 and 884.

Recognizes Azerbaijan's strategic importance as a partner on energy security, counter-terrorism, anti-trafficking efforts, and non-proliferation, and its role as the largest trade partner in the South Caucasus region.

Acknowledges the humanitarian impact of the conflict on hundreds of thousands of Azerbaijani refugees displaced by the Armenia-Azerbaijan dispute.
