Amends Arizona Revised Statutes section 28-7212 regarding disposition of public roadways.

County roadways that form boundary lines between two counties cannot be disposed of without joint action by both counties' boards of supervisors.

State or county roadways that are boundary lines of incorporated cities or towns, or state/county highways within incorporated cities or towns, cannot be disposed of without joint action by the governing bodies involved and the county or state.

Allows a county board of supervisors or the state to abandon a county or state highway within an incorporated city or town by resolution, subject to contract obligations.
