Amends Arizona Revised Statutes Section 15-1901 to authorize the Governor to join the Compact for Education with other states.

Changes the definition language in Article II from "As used in" to "For the purposes of" regarding the term "state" in the compact.

Establishes the Education Commission of the States consisting of seven members per party state: four legislators and three gubernatorial appointees.

Grants the Commission authority to collect educational data, conduct research, develop financing proposals, and make policy recommendations to improve public education systems.

Provides framework for Commission governance including bylaws, annual reporting, financial management, and audit procedures for all party states.
