Amends Arizona Revised Statutes Section 5-403.01 regarding bingo license location transfers.

Requires licensees to obtain prior written approval from the local governing body (city, town, or county board of supervisors) before transferring a bingo license location, following a public hearing.

Licensee must submit the local governing body's approval document and existing license to the licensing authority for review and issuance of a new license identifying the new location.

Transfer of bingo license location becomes effective only upon issuance of the new license by the licensing authority.

Prohibits temporary transfers of bingo license locations.
