Amends section 36-3410 of Arizona Revised Statutes to modify requirements for regional behavioral health authorities and their contracting with the Department of Health Services.

Requires counties with populations exceeding 800,000 persons to have contracts with at least two behavioral health contractors acting as regional behavioral health authorities.

Allows the department to contract with any willing provider meeting department requirements as an alternative to using regional behavioral health authorities.

Prohibits regional behavioral health authorities from contracting with networks or other administrative entities and requires use of department-approved accounting methodology for service dollars.

Mandates transfer of all behavioral treatment services provided by the department to regional behavioral health authorities beginning January 1, 2015.
