Amends Arizona Revised Statutes sections 15-1401 and 15-1444 to authorize community college districts to offer four-year baccalaureate degrees beginning in fiscal year 20__-20__.

Changes the definition of "community college" from providing programs "not exceeding two years" of training to programs "of at least two years" to allow for extended degree offerings.

Establishes a Community College Baccalaureate Degree Study Committee with seven members representing community college administrators, university presidents, and the commission for postsecondary education to determine which baccalaureate degrees may be offered and the criteria for offering them.

Requires the study committee to submit findings and recommendations to the governor and legislature by December 31, 2014, including proposed legislation needed to implement the committee's recommendations.

The study committee provision repeals on September 30, 2015.
