Amends Arizona's sunrise process for regulating health professions by removing provisions that allowed applicant groups to propose increases in the scope of practice for existing health professions.

Eliminates the definition of "increase the scope of practice" and removes language allowing applicant groups to propose expanding a health profession's authority beyond current law.

Modifies the written report requirement for applicant groups to reference only section 32-3105 (removing reference to section 32-3106) and requires reports to regulatory boards when scope of practice increases are proposed.

Repeals section 32-3106 of Arizona Revised Statutes entirely, which previously governed the sunrise process for increases in scope of practice.

Clarifies that the sunrise process applies only to proposals for regulating new health professions, not to proposals for expanding the scope of existing regulated professions.
