Establishes the individualized education program study committee consisting of 11 members: four union teachers, four charter school teachers, two public school administrators, and one education reform member appointed by designated legislative and executive officials.

Directs the study committee to design a system for developing individualized education programs for every student enrolled in Arizona public schools.

Grants the committee authority to request information from state agencies, hold hearings, conduct fact-finding tours, and receive services and support from the Department of Education and State Board for Charter Schools.

Requires the committee to submit a report with findings, recommendations, and proposed legislation by December 31, 2014 to the governor, legislative leadership, and secretary of state.

Committee automatically repeals on September 30, 2015; members receive no compensation but are eligible for expense reimbursement.
