Establishes a solar school grant program fund administered by the Arizona commerce authority, funded by a new electricity consumption tax on delivered electricity at rates of 0.05-0.07 cents per kilowatt hour depending on customer type, exempting electricity from renewable sources.

Requires school districts to adopt policies for installing solar technology in schools, performing energy audits, using energy efficient technologies, and establishing solar school funds to collect net metering revenues.

Directs the Arizona commerce authority to disburse fund monies beginning March 1, 2016 annually: up to $250,000 or 1% of fund monies to the Department of Education for solar education programs, with remainder distributed to school districts on a per-pupil basis for solar installation.

Terminates the tax and program when the state board of education notifies the Arizona commerce authority that all schools in all school districts have converted to solar technology.

Requires two-thirds affirmative vote of both legislative houses for enactment under Arizona Constitution article IX, section 22.
