AZ SB1031

Amends Arizona Revised Statutes § 28-2354 to prohibit applying coverings, substances, or electronic devices to license plates that obscure numbers, characters, year validating tabs, or the name of the issuing jurisdiction from any angle, unless authorized by the Department of Motor Vehicles.

Requires license plates to be maintained so the name of Arizona at the top of the plate is not obscured.

Peace officers cannot stop or cite a driver solely for violating the license plate obscuring requirements unless there is reasonable cause to believe another motor vehicle law violation has occurred.

Establishes civil penalties for violating the license plate obscuring prohibition: $30 for a first violation, and $100 for a violation occurring within 12 months of a prior violation.
