SB 1033 Summary

• Establishes a manufacturer-funded large electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, and televisions with screens larger than 4 inches) to register annually with the Department of Environmental Quality beginning January 1, 2015.

• Prohibits manufacturers and retailers from selling covered electronic devices in Arizona unless the device is branded and the brand is included in a manufacturer's recycling plan filed with the department.

• Requires manufacturers to submit plans describing how they will collect, transport, and recycle covered electronic devices statewide at no charge to consumers, with at least one collection site in each county and in cities with populations over 50,000.

• Establishes a Covered Electronic Devices Fund, funded by manufacturer registration fees and other sources, to be used for implementing and enforcing the program; allows up to $500,000 annually from the Recycling Fund to be transferred until July 1, 2017.

• Terminates the program on July 1, 2024, and authorizes the Department of Environmental Quality to enforce compliance through existing enforcement procedures.
