Requires public officers to disclose benefits received in the form of travel, lodging, or registration fees to conferences and meetings in financial disclosure statements, itemized by specific dollar amount with donor/payor identification and no minimum threshold.

Expands the definition of "lobbying" to include communicating with or assisting legislators regarding draft, proposed, or model legislation at conferences, meetings, or other events regardless of location or whether sponsored by private nonprofits.

Requires principals and lobbyists to report all benefits provided as travel, lodging, or registration fees even if under $20, itemized separately with specific dollar amounts and payor information in expenditure reports.

Establishes that legislators providing technical information at open legislative meetings must appear under authority of a registered lobbyist and restricts the exemption to exclude providing arguments for or against pending legislation.

Requires the secretary of state to post financial disclosure statement information on the secretary of state's website as a public record.
