• First-time offenders must register for one year; second and subsequent offenders must renew registration annually for life.

• Establishes a central animal abuser registry maintained by the Department of Public Safety, searchable by name and location on the department's website.

• Creates the animal abuser registration fund in the Department of Public Safety to offset registry costs, funded through grants and donations and exempt from appropriation lapsing.

• Makes failure to comply with registration requirements a class 1 misdemeanor; also applies to non-resident offenders employed or enrolled as students in Arizona for specified time periods.
