Amends section 32-1428 of Arizona Revised Statutes regarding pro bono registration for doctors to practice medicine in Arizona.

Removes the requirement that doctors applying for pro bono registration must provide proof they meet specific licensing requirements (formerly section 32-1422, 32-1423, or 32-1424).

Requires applicants to disclose every state in which they hold or have held a medical license, and mandates the Arizona medical board verify licensing status and complaint history with each state's regulatory board.

Allows pro bono doctors to practice up to 60 days per calendar year while providing free medical services or conducting initial/follow-up examinations at no cost through charitable organizations.

Applies retroactively to December 31, 2012 for applications submitted for calendar year 2014 and is declared an emergency measure effective immediately.
