Amends Arizona Revised Statutes Section 28-2059 regarding certificates of title and vehicle registration.

Modifies the method of service for notice when the director determines an applicant is not entitled to a certificate of title or registration by changing from "regular mail" to "first class mail."

Maintains the existing 15-day period for applicants to request a hearing after notice is delivered or mailed regarding title or registration denial.

Applies to motor vehicles, trailers, and semitrailers for which the director may refuse to issue a certificate of title or may revoke an existing registration or outstanding certificate.
