Amends Arizona Revised Statutes Section 40-209 to correct references to electric generation suppliers and franchise regulations.

Changes "its jurisdiction" to "their jurisdiction" to properly reflect that multiple cities, towns, and counties are subject to the statute.

Clarifies that the franchise fee exception applies to service territories franchised "on August 21, 1998" rather than "as of the effective date of this section."

Confirms that cities, towns, and counties cannot require franchises or impose taxes on electricity suppliers providing electric generation service, but may charge a franchise fee equal to the distribution utility's fee on certain retail electricity sales.

Preserves the authority of local governments to require franchises for electricity suppliers providing electric distribution service within their jurisdictions.
