Amends the definition of "firearm" in Arizona law to clarify that it includes weapons designed to expel projectiles by explosive or burning gas, manufactured after January 1, 1899, using fixed cartridges, and excludes only firearms incapable of firing without mechanical repair or tool replacement.

Updates references to firearm definitions throughout Arizona Revised Statutes (sections 13-912, 13-925, 13-3101, 13-3102, 13-3110, 13-3112, and 15-714.01) to align with the revised definition in section 13-105 rather than section 13-3101.

Modifies the definition of "prohibited possessor" in section 13-3101 and related provisions to ensure consistency with the updated firearm definition and maintain existing restrictions on firearm possession by certain individuals.

Authorizes schools to offer the Arizona Gun Safety Program Course as an elective one-semester course in firearm marksmanship, with instruction on safety, operation, history, constitutional rights, and practical shooting demonstrations.

Allows qualified firearms safety instructors certified by various organizations to teach the school-based firearm safety course, with completion providing a certificate of accomplishment.
