Repeals Arizona's death penalty by eliminating all statutory provisions authorizing capital punishment and replacing death sentences with natural life imprisonment.

Requires courts to strike existing death sentences imposed before the act's effective date and impose natural life sentences instead, which are not eligible for commutation, parole, work furlough, or work release.

Amends criminal procedure statutes to remove references to death penalty proceedings, capital cases, and death sentencing procedures, including sections governing appeals, postconviction relief, and jury requirements.

Changes first degree murder (class 1 felony) sentencing from "death or life imprisonment" to "life or natural life imprisonment" as provided under section 13-751.

Removes capital offense exceptions from bail eligibility provisions and eliminates special procedures for death penalty cases in extradition, sentencing, and appellate proceedings.
