Amends Arizona lobbyist registration and gift disclosure laws by removing specific exemptions for food/beverages, speaking engagements, travel/lodging, and flowers from the definition of reportable gifts.

Changes expenditure reporting categories from four specific types (food/beverages, speaking engagements, travel/lodging, flowers) to five general categories (salary/compensation, professional services, plaques/recognition, informational material, other expenditures).

Removes an exemption that previously allowed special event expenditures for legislators to be excluded from gift reporting requirements when all members of the legislature or a legislative chamber were invited.

Eliminates the definition of "food or beverage" as a separate category and removes the definition of "speaking engagement" as a distinct type of exempt expenditure.

Maintains existing prohibitions on gifts exceeding $10 in value per calendar year and gifts designed to influence official conduct, while preserving exceptions for family gifts and personal hospitality.
