Amends Arizona vehicle towing laws to establish state regulation of private property trespass towers (companies that tow unauthorized vehicles from private property) beginning July 1, 2015.

Requires private property trespass towers to register with the Department of Public Safety, obtain a $100,000 surety bond, and obtain a permit; imposes maximum rate limits set by the state to be reviewed every three years.

Mandates record-keeping for three years, notification to law enforcement within 20 minutes of towing, secured storage facilities with six-foot fencing, and specific insurance coverage including $1 million in business automobile liability and $50,000 in garage keepers liability.

Establishes prohibited practices including towing without written property owner authorization, charging owners whose vehicles are present before hookup is complete, covert surveillance without warning or signage, and providing compensation to property owners beyond towing services.

Creates civil penalties of up to $5,000 for violations, allows vehicle owners to dispute charges and request hearings, and provides class 3 misdemeanor criminal penalties for violations; article is set to expire June 30, 2024.
