Amends Arizona Revised Statutes Section 34-451 to rename the "governor's energy office" to "governor's office of energy policy" throughout the statute.

Requires state agencies, universities, school districts, and community college districts to purchase at least 10% of their energy requirements from green sources (solar, wind, landfill gas, low-impact hydroelectric) in public buildings by July 1, 2019.

Requires all existing state buildings exceeding 50,000 square feet to conform to Leadership in Energy and Environmental Design (LEED) existing buildings standards by July 1, 2019, with the office of energy policy monitoring for updates.

Requires all new or leased state buildings to conform to LEED green building rating system standards developed by the U.S. Green Building Council.

Maintains existing energy conservation standards for new capital projects and prior requirements for state agencies to reduce energy use by 10% per square foot by 2008 and 15% per square foot by 2011.
