Amends section 32-3275 of Arizona Revised Statutes regarding licensure requirements for behavioral health professionals.

Allows the Board of Behavioral Health Examiners to reclassify reciprocal licenses held on September 12, 2013 into standard licenses at equivalent practice levels across ten behavioral health disciplines (counselors, marriage and family therapists, social workers, and substance abuse counselors).

Requires applicants to meet current licensure standards including being at least 21 years old, of good moral character, physically and mentally capable, and having no pending complaints or investigations related to unprofessional conduct.

Maintains the original expiration date of the reciprocal license for reclassified licenses.

Designated as emergency legislation effective immediately, with the reclassification provision repealing January 1, 2017.
