Directs Arizona to withdraw from the Partnership for Assessment of Readiness for College and Careers (PARCC) and prohibits implementation of assessments aligned to Common Core standards developed by that partnership.

Requires the State Board of Education to notify the Speaker of the House and President of the Senate in writing during a legislative session before entering into or renewing any agreement with outside entities that develop academic standards and assessments for multi-state use.
