Requires school districts to annually report to the Arizona Department of Education any buildings that were unused during the school year, with 2014 reporting requirement retroactive to 2011-2012, 2012-2013, and 2013-2014 school years.

Buildings listed as unused for two consecutive years must remain on the vacant buildings list for at least 48 months or until a lease or sale is completed.

School districts must make buildings available for lease or sale to charter schools and private schools if the building was unused or operating at 50% or less capacity in 2011-2012 and 2012-2013; if no agreement is reached within one year, the district must sell to the highest bidder.

Charter schools and private schools leasing unused buildings for two consecutive years are entitled to ingress, egress, and access to common areas; charter schools may encumber the building with debt for improvements and the school district must subordinate its lease interest to that debt.

Prohibits school districts from leasing vacant buildings back to themselves or affiliated entities, and restricts resale of purchased school buildings within five years unless the original purchaser was a charter school whose charter was subsequently revoked.
