Director of the Department of Administration may adopt rules to provide incentive rewards to state employees for backfilling vacant positions.

Governmental units may use up to one-third of vacancy savings to provide incentive rewards to employees who backfill vacant positions for up to five years, with two-thirds of savings reverting to the original fund.

Vacant positions may be posted open for backfilling for 60 days, with one or more employees able to apply individually or as a team to fill the position.

Governmental units must review employee performance every six months; employees meeting performance measures continue receiving incentive rewards, while those failing to meet measures lose the reward and funds revert to the state.

Defines key terms: "backfill" means filling a vacant position with an employee from the same governmental unit; "vacancy saving" means monies saved from unfilled positions or newly authorized positions.
