Makes grammatical and technical corrections to statute language, replacing outdated terms like "which" and "such" with "that" and "each" respectively.

Maintains existing powers and duties of the Joint Legislative Budget Committee regarding budget analysis, tax structure analysis, rule fiscal notes, and committee operations.
