Prohibits hospital governing boards from requiring physicians licensed under Arizona Revised Statutes Title 32, Chapter 13 or 17 to be participating providers under Medicare (Title XVIII) or Medicaid (Title XIX) as a condition for obtaining staff privileges.

Applies to health care institutions classified by the director as hospitals pursuant to section 36-405.

Allows physicians to maintain staff privileges at hospitals without mandatory participation in federal health insurance programs.
