Amends the definition of "marijuana" in Arizona Revised Statutes § 13-3401 to exclude cannabis plants with delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3% on a dry weight basis.

Maintains existing exclusions from the marijuana definition, including mature stalks and sterilized seeds incapable of germination.

Clarifies that marijuana means all parts of cannabis plants from which resin has not been extracted, whether growing or not, and the seeds of such plants.

Creates a distinction between regulated "marijuana" and lower-THC cannabis products that fall below the 0.3% THC threshold, aligning with federal hemp definitions.
