Amends Arizona Revised Statutes Section 11-903 regarding city or town participation in county library districts.

Removes the word "free" from the phrase "free county library district" in subsection A, while adding "free" to "county free library district" to correct terminology inconsistency.

Allows incorporated cities and towns to join a county library district by notifying the board of supervisors, making their inhabitants eligible for county library benefits.

Permits incorporated cities and towns to withdraw from county library district participation at any time by notifying the board.

Requires cities and towns to publish notice of their intent to join or withdraw from the district once weekly for three successive weeks in a newspaper of general circulation before taking such action.
