Appropriates $40,000,000 from the state general fund for fiscal year 2014-2015 to the Department of Education for intervention and remedial reading strategies in kindergarten and grades 1-3.

Requires distribution of funds to school districts and charter schools based on the number of third-grade students who are approaching or falling far below the third-grade reading level on the Arizona Instrument to Measure Standards test or a successor approved test.

Implements reading intervention programs developed by the State Board of Education under Arizona Revised Statutes section 15-701.
