Amends Arizona Revised Statutes section 31-240 regarding prisoner education services budgets.

Requires the director of the Department of Corrections to establish and maintain a dedicated prisoner education services budget for each state prison covering functional literacy programs, adult basic education, general equivalency diploma preparation, and vocational/technical education.

Prohibits the director from expending education budget monies for programs serving prisoners in special management units or death row inmates.

Creates an exception to the prohibition for prisoners under 18 years old and prisoners with disabilities under 22 years old, who may receive education services regardless of housing status.
