AZ SB1150

Prohibits a city or town from requiring property owners in county islands within their municipal planning areas to connect to the city or town sewer system.

Allows sewer connection requirements only if the Department of Environmental Quality determines connection is necessary to abate an environmental nuisance or eliminate a threat to water quality standards.

Declares that property rights of property owners in Arizona are of statewide concern and preempts all local laws, ordinances, and charter provisions that conflict with this restriction.

Adds section 9-500.33 to Arizona Revised Statutes under Title 9, Chapter 4, Article 8 regarding municipal sewer systems.

Became effective April 17, 2014.
