Adds "dry needling" to Arizona Revised Statutes definition section, defining it as a skilled intervention using a thin filiform needle to penetrate skin and stimulate neural, muscular and connective tissues for evaluation and management of neuromusculoskeletal conditions and pain.

Adds dry needling as a ground for disciplinary action if a physical therapist fails to demonstrate professional standards of care and training and education qualifications established by board rule.

Requires the Board of Physical Therapy to establish professional standards of care and training and education qualifications for dry needling performance by July 1, 2015.

Allows physical therapists who were performing dry needling before January 1, 2014 to continue the practice until the board adopts standards, then requires compliance with new board standards.

Exempts the Board of Physical Therapy from standard rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 for one year after the act's effective date.
