Prohibits Arizona state agencies and political subdivisions from providing material support or assistance to federal agencies collecting electronic data or metadata without a warrant that specifically describes the person, place, and thing to be searched or seized.

Prohibits use of state monies or assets allocated to local entities on or after January 1, 2015 to aid federal collection of electronic data or metadata without a particularized warrant.

Prohibits providing services or participating in federal collection of electronic data or metadata that lacks a warrant meeting Fourth Amendment standards.

Prohibits use of information in criminal investigations or prosecutions that was obtained by federal agencies through collection of electronic data or metadata without a particularized warrant.

Establishes penalties including: termination of state employees who violate the law and permanent ineligibility for state office, loss of state funding to political subdivisions after judicial determination of intentional violations, and permanent ineligibility of service providers to contract with the state.
