Amends Arizona law to define midwifery scope of practice and add specific prohibitions on midwife services.

Prohibits licensed midwives from accepting clients who have had previous cesarean sections or are pregnant with multiple fetuses.

Prohibits midwives from accepting clients for vaginal delivery if the fetus is in complete breech, frank breech, or incomplete breech presentation.

Requires any future expansion of midwife scope of practice to comply with title 32, chapter 31 (Arizona's regulatory review process).

Exempts the Department of Health Services from standard rulemaking requirements for one year to implement the new regulations.
