Amends Arizona fireworks law to define "APA 87-1" as the American Pyrotechnics Association standard and refines definitions of consumer fireworks, display fireworks, and permissible consumer fireworks.

Establishes recordkeeping requirements for sellers of fireworks shipped out-of-state, requiring documentation of purchaser information, invoices, bills of lading, and statements that non-permissible fireworks are for out-of-state use only.

Requires sellers of fireworks for agricultural use to maintain records for five years including purchaser business licenses and statements of intended use, with penalties of $500-$1,000 for violations.

Establishes statewide preemption for permissible consumer fireworks sales and use, but allows counties with populations under 500,000 to regulate during wildfire risk periods, while counties over 500,000 may regulate without restriction.

Sets mandatory sale dates of June 20-July 5 and December 14-January 1, and use dates of June 30-July 6 and December 26-January 2 annually.
