Adds prohibition on instruction permit holders (age 15.5+) from using wireless communication devices while driving, except in emergencies where stopping is impossible or creates additional hazard.

Adds prohibition on class G licensees (ages 16-18) from using wireless communication devices while driving for first six months of license, with same emergency exception.

Establishes peace officers cannot stop or cite drivers for wireless device violations unless they have reasonable cause to believe another motor vehicle law violation occurred.

Creates civil penalties for class G licensees violating wireless device restriction: $75 maximum for first violation with 30-day restriction extension, $100 maximum for second violation with 60-day extension, and 30-day license suspension for third or subsequent violation.

Restrictions on wireless communication devices expire when licensee turns 18 years old, though any penalties already imposed must be satisfied.
