Requires bicycles to be equipped with a brake capable of making braked wheels skid on dry, level, clean pavement.

Mandates that persons under 18 years old wear a properly fitted and fastened protective bicycle helmet meeting American National Standards Institute standards while riding a bicycle, being a passenger, riding in a restraining seat, or riding in a bicycle trailer.
