Adds language "except as otherwise provided in this article" to establish that the article's provisions may override conflicting local charters, ordinances, or codes in specific cases.

Maintains that the article does not require state agencies or local governments to adopt or enforce any statute or rule beyond what is specified.

Preserves all existing obligations and liabilities of persons under federal law.
