Amends Arizona Revised Statutes section 14-5302 to modify venue rules for guardianship proceedings involving incapacitated persons.

Establishes that if a guardianship proceeding is filed in a county other than where the incapacitated person resides, a family member may file a motion to transfer the case to the county of residence.

Requires the court to order the transfer to the incapacitated person's county of residence upon such a family motion.

Clarifies that admission to an institution by court order in a county does not establish residence in that county solely based on institutional placement.
