Amends Arizona Revised Statutes Section 28-4453 regarding notice requirements for establishing new motor vehicle dealerships.

Exempts motorcycle dealers from the notice requirement that franchisors must send to existing dealerships when establishing an additional new dealership of the same line-make.

Maintains existing notice procedures for non-motorcycle vehicle franchisors, requiring notification to dealers within specified distances (10 miles in most counties, 20 miles in counties with population under 200,000).

Preserves existing exemptions for dealership relocations or reopenings within two years of closure at the same location and for voluntarily submitted franchise terminations subject to binding arbitration.
